The essays offer a comparative framework for re-examining the causes of economic development across this period and show, for instance, the central role that the more effective fiscal systems of Europe during the seventeenth and eighteenth centuries played in the divergence of east and west as well as the very different paths to modernisation taken across the world.

This book develops new theory about the link between debt and democracy and applies it to a classic historical comparison: Great Britain in the eighteenth century which had strong representative institutions and sound public finance vs. ancient regime France, which had neither. The book argues that whether representative institutions improve commitment depends on the opportunities for government creditors to form new coalitions with other social groups, more likely to occur when a society is divided across multiple political cleavages. It then presents historical evidence to show that improved access to finance in Great Britain after 1688 had as much to do with the development of the Whig Party as with constitutional changes. In France, it is suggested that the balance of partisan forces made it unlikely that an early adoption of 'English-style' institutions would have improved credibility.

Public finance is a major feature of the development of modern European societies, and it is at the heart of the definition of the nature of political regimes. Public finance is also a most relevant issue in the understanding of the constraints and possibilities of economic development. This book is about the rise and development of taxation systems, expenditure programs, and debt regimes in Europe from the early nineteenth century to the beginning of World War I. Its main purpose is to describe and explain the process by which financial resources were raised and managed. The volume presents studies of nine countries or empires that are considered highly representative of the widest European experience on the matter and discusses whether there are any common patterns in the way the different European states responded to the need for raising additional resources to pay for the new tasks they were performing.

States of Credit provides the first comprehensive look at the joint development of representative assemblies and public borrowing in Europe during the medieval and early modern eras. In this pioneering book, David Stasavage argues that unique advances in political representation allowed certain European states to gain early and advantageous access to credit, but the emergence of an active form of political representation itself depended on two underlying factors: compact geography and a strong mercantile presence. Stasavage shows that active representative assemblies were more likely to be sustained in geographically small polities. These assemblies, dominated by mercantile groups that lent to governments, were in turn more likely to preserve access to credit. Given these conditions, smaller European city-states, such as Genoa and Cologne, had an advantage over larger territorial states, including France and Castile, because mercantile elites structured political institutions in order to effectively monitor public credit. While creditor oversight of public funds became an asset for city-states in need of finance, Stasavage suggests that the long-run implications were more ambiguous. City-states with the best access to credit often had the most closed and oligarchic systems of representation, hindering their ability to accept new economic innovations. This eventually transformed certain city-states from economic dynamos into rentier republics. Exploring the links between representation and debt in medieval and early modern Europe, States of Credit contributes to broad debates about state formation and Europe's economic rise.

This book, which was originally a PhD thesis defended in 1989 under the direction ofJean Bouvier and René Girault, offers a fresh view of mid-20th century political and economic history. The author examines how the French State changed through the crisis of the 1930s, the war, the German occupation and the beginnings of strong growth in the late 1940s. Its primary focus is the economic and financial aspects of this period, but society and its prevailing attitudes are also examined, and are given pride of place in the book's analysis of political and strategic decision-making. Les représentations de l’argent sont rares et contrastées dans la littérature comme dans l’iconographie médiévales. Cependant l’usure est au coeur des débats des théologiens, et les prédicateurs dénoncent l’avarice auprès de populations accablées d’impôts et constamment préoccupées par l’altération des monnaies. La dette, la dîme et le denier est une analyse sémantique centrée sur les champs lexicaux de la monnaie, de l’impôt, de la dette, du revenu et des métiers de la finance. Elle a été conduite à partir d’un corpus central de textes en moyen français d’auteurs proches de Charles V (Philippe de Mézières, Evrard de Trémaugon, Christine de Pisan et Nicole Oresme) élargi aux autres textes de la période 1355-1405. Portant sur cet axe diachronique, époque de crises économiques et financières et de bouleversements majeurs (création du franc, naissance de l’impôt d’État), cet ouvrage présente et analyse le vocabulaire économique et financier à la fin du Moyen Âge pour des lecteurs historiens, linguistes, économistes, soucieux d’appréhender les fondements des mécanismes financiers. Le vocabulaire économique et financier du Moyen Âge fonctionne selon la problématique du « dû » autour des échanges pécuniaires et des dettes financières et morales. Cet ouvrage illustre, par l’originalité et la rigueur de son analyse, la représentativité d’une pensée occidentale médiévale, opposant la spiritualité du divin à la matérialité peccamineuse de l’argent, alors que nombre de notions sont communes aux champs lexicaux de l’argent et de la morale.
